About Matt

Senior Cybersecurity Policy Analyst with over 12 years of successful experience in Department of Defense (DoD) policy, training, and operational development. I possess 19 years of military experience (Chemical Biological Radiological Nuclear (CBRN) Army Officer (74A)/ Military Intelligence Officer (35D) in the United States Army Reserves and the United States Army National Guard, including one active-duty deployment in Operation Iraqi Freedom (OIF) and three active-duty years on National Guard (NG) Joint Staff (HRF/CERFP Individual Training Branch). I also possess a Top Secret /SCI clearance through the DOD and a DHS Entry on Duty (EOD).

Experience in the DCIO-CS-PP has enabled me to be a subject matter expert in DOD policy writing and development. This includes implementing DoDI 5025.01 "DoD Issuance Program," The Plain Writing Act of 2010, and the "DoD Issuance Standards." I work with internal teams to obtain an in-depth understanding of the product and the documentation requirements to produce high-quality policies and instructions that meet the standards for publication. I am a subject matter expert on the DoD Issuances Portal System (DODIPS) and the Correspondence and Task Management System (CATMS). I wrote, coordinated, and edited multiple DoDIs for publication through the DoD Issuance Process (DoDIP). I am an exceptional professional writer with two current journal articles published. Additionally, I am a subject matter expert with NIST and CNSS publications, FISMA, and FIPS applications to cybersecurity risk management and critical infrastructure protection. I am a proven professional possessing superb analytical skill in cybersecurity research. I have an astounding ability to extrapolate from incomplete data to form efficient and effective solutions to problems. Adept at researching and constructing multiple execution methods to improve the quality and efficiency of various assigned projects.
