All dialects spoken in Flanders and the Netherlands actually are Dutch in its most spontaneous and natural form, and Standard Dutch is a somehow artificial language, behaving as a roof above all dialects. In linguistic terms Dutch is a so-called Dachsprache, and this (German) word literally means rooftop language. (By the way, Standard Dutch is far from the only Dachsprache on this planet.)
